High Profile Defendant Allegedly Removes GPS Ankle Monitor and Attempts Border Escape

Another notable case has emerged involving a defendant accused of removing his GPS ankle monitor and attempting to escape to the border. This incident has rekindled discussions about the effectiveness of current monitoring systems for individuals on bond.

Fredy Arriaga was released on a $100,000 bond following his arrest in April 2025 on charges of sexual assault. A condition of his release was the requirement to wear a GPS ankle monitor. He made an appearance in court on October 6 but failed to show up on October 16, the day his trial was scheduled to commence.

Prosecutors allege that Arriaga violently assaulted a young woman, dragging her into the woods while she screamed for help. Her family intervened and held him until law enforcement arrived on the scene.

This is not the first instance of a high-profile defendant evading their monitoring system. Earlier this year, Lee Gilley, who was facing capital murder charges, removed his ankle monitor and fled to Italy.

As of now, there are over 4,000 defendants under monitoring by Harris County Pretrial Services, utilizing GPS devices. However, details regarding the number of these individuals charged with violent offenses or those who are currently on the run remain unclear.

Currently, there is no 24/7 monitoring of defendants with ankle monitors. Harris County Precinct 2 Commissioner Adrian Garcia is advocating for change, having secured over a million dollars in funding approved by the commissioners court.

Garcia expressed his commitment to preventing further incidents like Gilley’s escape, emphasizing the need for enhanced tracking of violent offenders and all individuals fitted with these devices. He aims to leverage technology effectively for continuous monitoring in coordination with the Harris County Sheriff’s Office and the District Attorney’s Office.

This case highlights the urgent need for a reevaluation of the monitoring systems in place for defendants and the potential risks posed to public safety.
