Texas House Speaker Dustin Burrows has taken a firm stance against the online gaming platform Roblox, citing concerns over child safety following the platform’s offering of a simulation based on the 2022 Uvalde mass shooting. Burrows has urged lawmakers to explore measures to enhance child protection and accountability in the realm of virtual gaming.
In a press release, Burrows characterized Roblox as a venue where “exploitative content and nominal safeguards are exposing Texas children to ongoing endangerment.” This assertion aligns with his broader agenda as the House prepares for the upcoming legislative session.
“Transforming an unspeakable act of violence, which has left deep scars in the Uvalde community, into a form of entertainment is a significant moral failing,” Burrows expressed. “Texas demands accountability — we cannot endorse a system that profits from violence and provocation while putting young minds at risk with hateful content. It is imperative that lawmakers do not remain passive while a platform intended for children allows and monetizes such abuse.”
Previously, Texas Attorney General Ken Paxton filed a lawsuit against Roblox in November, accusing the platform of exposing children to sexually explicit material and exploitation. The company has faced numerous legal challenges from various states and local authorities, including Los Angeles County, alleging child endangerment.
Burrows has tasked the House State Affairs Committee with reviewing “content moderation practices, enforcement gaps, and the sufficiency of current child safety measures,” highlighting that nearly 40% of Roblox’s 144 million daily users are under the age of 13.
He instructed lawmakers to propose strategies to “ensure accountability that are not limited by federal preemption or immunity defenses,” examine the potential civil and criminal liabilities of third-party content developers on platforms like Roblox, assess the relevance of age verification and parental consent laws for gaming platforms, and evaluate how much emphasis these platforms place on user engagement over safety.
Representative Don McLaughlin, who represents Uvalde and was the city’s mayor during the shooting, expressed gratitude to Burrows for acknowledging the critical nature of child safety. McLaughlin condemned the Roblox simulation of the 2022 Uvalde tragedy, stating, “Turning the murder of innocent children and teachers into virtual content is beyond sick, and the existence of such material on a platform used by millions of kids is a staggering failure.”
