Texas Woman Sentenced for Running Unlicensed Group Homes: A Cautionary Tale

A North Texas woman has been sentenced to a lengthy prison term for her involvement in operating unlicensed group homes, which have been linked to the deaths of more than a dozen individuals.

Regla Becquer received a 28-year prison sentence along with an additional two years in state jail after pleading guilty to multiple charges, including criminally negligent homicide, endangerment, and financial elder abuse.

Becquer’s legal troubles began in 2024 when she was arrested following a complaint from a resident who reported abusive conditions within one of the group homes she managed under the name Loving and Caring for People LLC. The organization was responsible for five facilities catering to adults with physical and mental disabilities across Arlington, Mansfield, and Grand Prairie.

Authorities have indicated that at least 13 individuals died in these homes between September 2022 and March 2024, the period leading up to Becquer’s arrest. Notably, one of the properties she operated was transferred to her under dubious circumstances, with the former owner having bequeathed the home to Becquer in a brief will just days before her passing.

The severity of Becquer’s case has prompted legislative changes in Texas, aimed at enhancing the regulation and oversight of group homes within the state.
