Seven Defendants Flee After Being Cleared for Trial and Released on Bond

In recent weeks, a troubling trend has emerged involving defendants who have been deemed competent to stand trial but subsequently vanished after being released on bond. Over the past month, a total of ten individuals have evaded their legal obligations, with seven currently unaccounted for.

Among these seven defendants, five face serious charges related to violent crimes, including assaulting a police officer, assault with a deadly weapon, and injury to a child. This situation raises critical questions about the adequacy of the safeguards in place for defendants once they are found competent and released back into the community, as well as the potential for more individuals to be missing.

In Houston, the implications of this trend are particularly alarming. Andy Kahan from Houston Crime Stoppers expressed concern, stating, “Defendants in state hospitals are quickly deemed competent within just months and then returned to the community, often without any protective measures in place.” Several of those who have been found competent are accused of serious offenses.

Among the individuals of concern is 30-year-old Andres Hurtado, who has a significant criminal background and is currently facing charges for assaulting a police officer. Another defendant, 38-year-old Zachary Ayers, is charged with assault with a deadly weapon. The case of 52-year-old Hongyin Yang is particularly disturbing; he is accused of inflicting injury on a child in a shocking incident where he assaulted an 11-year-old boy and his mother while also threatening bystanders with rocks.

Kahan emphasizes the severity of Yang’s actions, noting, “He approached a stranger, an 11-year-old boy, and began to assault him without any provocation, and when witnesses attempted to intervene, he resorted to throwing rocks at them and their vehicles. This individual poses a significant danger.”
