Texas is witnessing a significant surge in data centers, with around 400 facilities either in operation, under construction, or in the planning stages. However, this rapid expansion is accompanied by considerable uncertainty regarding the implications for the state’s power and water resources.
Experts express concerns that these large-scale data centers, which can demand between 100 to 200 megawatts of power—equivalent to the consumption of a small city—could place undue strain on Texas’ power grid. Carey King, a research scientist at the University of Texas at Austin’s Energy Institute, noted that over the past year, the Electric Reliability Council of Texas (ERCOT) has received over 200 gigawatts of interconnection requests, with approximately 73% originating from data centers. This raises critical questions about the grid’s capacity to meet the burgeoning energy demands.
In a recent ERCOT report, the agency highlighted the potential challenges posed by the increasing power needs of AI and cryptocurrency data centers, alongside a rapidly growing population. Luke Metzger, executive director of Environment Texas, reflected on past experiences during winter storm Uri, expressing concerns that the grid may struggle to cope with future demands.
King also brought attention to the uncertainty surrounding the actual construction of the proposed data centers. If many of these projects fail to materialize, it could complicate investment decisions based on inflated projections, leading to potential cost increases for consumers due to infrastructure built for non-existent projects.
Legislative measures such as Senate Bill 6, enacted last June, aim to mitigate some of this uncertainty by requiring data centers to invest more upfront for transmission studies and interconnection fees. However, apprehension persists regarding the environmental repercussions of Texas’ data center expansion.
Metzger pointed out that approximately 130 new gas-powered plants have been proposed to meet the anticipated energy demands of data centers, which could result in climate pollution equivalent to that produced by 27 million vehicles if all plants are constructed. The most pressing concern, however, revolves around water usage, as there is no centralized tracking system for data center water consumption in Texas.
Data centers consume millions of gallons of water each year, raising alarms in a state already facing water supply challenges. Metzger highlighted Texas’ vulnerability to drought and noted that the Water Development Board reports insufficient supply to meet current demands. “There is no way to make more water,” he cautioned, emphasizing that water scarcity could become the state’s most critical issue.
Residents in Central Texas have voiced their concerns regarding data centers in communities like Round Rock and Taylor, citing issues such as declining property values, noise pollution, and potential health risks.
Looking ahead, experts recommend that local leaders engage in long-term planning to assess the sustainability of allocating limited resources to data centers before approving such projects.
