Beginning August 24, Dallas will implement a new strategy to address vehicles with multiple unpaid parking tickets by applying a device known as a “barnacle” to the windshields of offending cars. This initiative aims to provide an alternative to towing, allowing drivers to settle their outstanding fines without the inconvenience of retrieving their vehicle from an impound lot.
The barnacle will be affixed to vehicles that have three or more unpaid parking tickets accumulated within the same calendar year. Each vehicle will also receive a notification explaining the reason for the immobilization device. Once the barnacle is in place, drivers will be required to pay a $100 fee in addition to their outstanding tickets to have the device removed.
To facilitate the process, drivers must also authorize a refundable hold of $300 on their credit card, which will be used to cover the cost of the barnacle if it is not returned. Payment can be made online or over the phone, and a QR code will be provided with the device for this purpose. Drivers will have a 24-hour window to remove the barnacle; if it remains attached beyond that period, the vehicle may be towed.
Upon settling their fines, drivers will receive a unique code that allows them to unlock and detach the barnacle. The credit card hold will typically be released within three business days after the barnacle is returned to a designated drop box located at 320 E. Jefferson Blvd.
The barnacle itself is a device that attaches to the windshield, preventing the vehicle from being operated until it is properly released. City officials emphasize that this program aims to reduce the need for towing while allowing drivers to regain access to their cars more efficiently. However, they note that in cases where a vehicle has a damaged or unusually shaped windshield, towing may still be necessary.
