Heroic Coast Guard Swimmer Recognized for Saving 165 Lives During Texas Floods at State of the Union

A Coast Guard rescue swimmer who played a crucial role in saving lives during the catastrophic Texas floods of 2025 was recognized during the recent State of the Union address. Scott Ruskan, credited with rescuing over 165 individuals from the devastating floods, received special acknowledgment from President Donald Trump.

During the address, President Trump praised Ruskan’s extraordinary acts of bravery, highlighting the significant impact of his efforts amidst the tragedy that claimed nearly 140 lives, including those at Camp Mystic, an all-girls Christian camp located in Kerr County along the Guadalupe River.

A representative from the Coast Guard emphasized Ruskan’s essential contribution as part of a larger rescue operation involving 12 helicopters, which included assistance from both the National Guard and the Army.

In a moment of recognition, President Trump called out Ruskan, who sat in the gallery, stating, “And Petty Officer Ruskan, I’m pleased to inform you, I am now awarding you the Legion of Merit for extraordinary heroism, which is what it was – extraordinary heroism.” A military aide subsequently adorned Ruskan with the medal as he stood proudly at attention.
