ERCOT Unveils New Planning Rules as Data Centers Compete for Texas Grid Access

Texas’ primary electric grid operator is in the process of creating a new method to assess multiple large-load interconnection requests simultaneously. This development poses a crucial question for cryptocurrency miners and data center developers currently in line: who will be prioritized?

By the end of this month, the Electric Reliability Council of Texas (ERCOT) aims to announce criteria for identifying which energy-intensive projects will qualify for “Batch Zero,” the inaugural group undergoing ERCOT’s updated planning process.

During a recent Public Utility Commission of Texas (PUC) meeting, ERCOT’s vice president of interconnection and grid analysis, Jeff Billo, indicated that for “Batch Zero,” the grid operator will focus on large load interconnection requests from projects that have been in the queue for a considerable time and do not require re-evaluation. Projects that are not as advanced will be addressed in subsequent batches, he noted.

Most of these requests originate from data centers, cryptocurrency mining operations, industrial facilities, and hydrogen projects. Billo also mentioned that even if some existing projects in ERCOT’s queue may need another transmission study, they could still be eligible for “Batch Zero.”

“There are many details to clarify,” Billo acknowledged. “We are still in the early stages of designing how that batch study will function.”

The timing of transmission studies is critical for companies investing billions in developments reliant on grid connections. PUC chair Thomas Gleeson pointed out that one of the primary concerns among data center developers has been the uncertainty surrounding the status of their projects, despite some being in the queue for years. He emphasized the importance of not leaving these companies in a state of uncertainty while ERCOT finalizes its new procedures for reviewing multiple requests from large energy users and allocating existing transmission capacity.

“Transparency in this process will be essential for ensuring success,” the chairman stated.

The planning for “Batch Zero” coincides with ERCOT’s ongoing efforts to reform its transmission planning procedures. With an increasing number of large loads seeking to connect to the grid, ERCOT and utility companies are struggling to keep pace with the necessary transmission planning, often resulting in the need for additional studies.

The existing system was designed to manage a queue of 40 to 50 projects, but is now overwhelmed by 225 new interconnection requests received by ERCOT last year, as detailed in a December report.

Previously, by the time one data center completed its planning studies, the results would frequently require immediate reassessment due to the influx of new projects altering local transmission needs and reliability.

Feedback from initial discussions with corporate stakeholders, including major players like Google, Meta, CenterPoint, Amazon, and OpenAI, highlighted that the unpredictability in the current process imposes unnecessary risks on developers with pending interconnection requests.

The proposed batch approach seeks to alleviate these concerns.

The results of this new process will dictate the amount of megawatts that Texas’ independent grid can reliably supply, as well as the additional transmission projects required for complete interconnection.

For instance, if a developer requests a 500-megawatt interconnection for 2028, but the batch study indicates that ERCOT can only reliably supply 100 megawatts and requires a transmission upgrade by 2030, the developer would initially be granted an “on-ramp” of 100 megawatts until the upgrade is completed in 2030. Afterward, they would receive the full 500 megawatts of grid power.

After the batch study process concludes, developers will have a defined timeframe to commit financially, assuring ERCOT that they will move forward with their projects. Following this, ERCOT can initiate a transmission project to accommodate these “firm” commitments, which may then be utilized in future batch studies.

Initial reactions from major data center users such as Google, Amazon Web Services, Meta, and Microsoft, as well as developers and independent power producers, indicate strong support for the batch-based approach for large load interconnections, according to Billo. “Everyone we have engaged with thus far has expressed support for our transition to a batch study process,” he stated.
