Texas GOP Leaders Silent on Calls for Independent Investigations Following Fatal ICE Shooting

Three days after a fatal shooting involving federal immigration agents during a traffic stop in Houston, the majority of Texas’ Republican leadership has remained silent, despite increasing calls from Democrats and civil rights advocates for an independent investigation into the incident.

The public’s response has been vocal both online and on the streets of Houston following the death of Lorenzo Salgado Araujo, a 52-year-old Mexican national who had resided in the United States for decades. The shooting occurred when U.S. Immigration and Customs Enforcement (ICE) agents attempted to stop his van during an operation.

Information surrounding the shooting has been inconsistent, with limited video evidence available, leading to skepticism about the official narrative provided by authorities. An ICE spokesperson claimed that agents opened fire because Salgado Araujo “weaponized his vehicle in an attempt to run over an ICE law enforcement officer,” resulting in the officer firing their weapon in self-defense. However, three passengers in the van contested this account, stating that there were no law enforcement officers positioned in front or behind the vehicle, only to the side. These witnesses, now in immigration custody, assert that Salgado Araujo did not attempt to ram any ICE vehicles.

U.S. Rep. Sylvia Garcia revealed that ICE’s acting director informed her that Salgado Araujo was not the target of the operation, further complicating the narrative surrounding the tragic event.

At a press conference on Friday, Garcia and other Houston Democrats reiterated their criticism of ICE and their demands for a thorough investigation conducted by an independent entity. They also urged ICE and its parent agency, the Department of Homeland Security (DHS), to disclose evidence that supports their claims.

Garcia, who represents the area where the shooting took place, noted that she has not received any communication from Governor Greg Abbott or her Republican colleagues in Congress regarding the incident.

In response to Garcia’s comments, the governor’s office did not provide any remarks on Friday, directing inquiries to the Texas Department of Public Safety for information on how investigations by the Rangers begin.

Garcia emphasized that the conflicting accounts between ICE and the witnesses, along with DHS’s initial classification of the incident as a targeted enforcement operation without acknowledging that Salgado Araujo was not the target, highlight the necessity for an external investigation.

“That’s why we need a complete, thorough investigation, and a fact-finding from top to bottom — and we have to make sure that it does include our local partners,” Garcia stated, referring to calls for the involvement of the Houston Police Department and DPS. “ICE cannot be conducting this investigation alone, because otherwise, we’ll end up just like in the [Renee] Good case — nothing.”

Senator John Cornyn did not respond to inquiries regarding whether he believes an independent investigation should take place outside of the one being conducted by DHS’s Office of the Inspector General. In contrast, Senator Ted Cruz expressed confidence in the federal investigation, stating, “This is an active investigation, and I have full confidence that, once it is complete, we will have a full and accurate account of what occurred.”

As of Friday afternoon, Texas House Speaker Dustin Burrows, along with U.S. Representatives Morgan Luttrell, Michael McCaul, and August Pfluger—who are all members of the House Homeland Security Committee—had yet to comment on the shooting. Spokespersons for these officials did not respond to requests for comment by Friday.

The shooting took place in the Magnolia Park neighborhood, a predominantly Hispanic area near the Houston Ship Channel in the East End. However, the area was reallocated out of Garcia’s district following Republican redistricting last summer, now falling under the jurisdiction of the 9th Congressional District, where GOP nominee Alex Mealer is favored to win in the upcoming election.

In response to DHS’s claims on social media asserting that the ICE officer acted in self-defense, Mealer expressed her belief in the agency’s ability to investigate the situation thoroughly. She stated, “Today is yet another reminder of the dangers law enforcement face every day as they protect our safety,” and voiced confidence in the investigative process to ensure justice.

Since the incident, Mealer has not made any further public comments regarding the shooting, and her campaign did not respond to inquiries about her stance on an independent investigation or the release of evidence by ICE.

In January, following the fatal shooting of two U.S. citizens by ICE agents in Minneapolis, which also drew significant public outrage, the Republican chairs of the House and Senate’s homeland security committees had called for oversight hearings and requested testimonies from immigration enforcement leaders. These requests were made three weeks after the shooting of Renee Good, and hearings were held in February, allowing lawmakers to question then-ICE acting director Todd Lyons and other officials.

Rep. Andrew Garbarino, the New York Republican chairing the House Homeland Security Committee, stated that his panel is monitoring the investigations related to the Houston shooting but did not indicate whether an oversight hearing would take place or if they would summon authorities for testimony. “The Committee remains in contact with ICE and DHS regarding the shooting in Houston, and we will continue to monitor the investigations as they develop,” Garbarino remarked, emphasizing that his top priority is the safety of both the public and law enforcement personnel.

The committee office for Senator Rand Paul, the Republican chair of the Homeland Security and Government Affairs Committee, has not yet responded to inquiries regarding his plans in light of the incident.

In the aftermath of the January incidents involving ICE agents, several Texas Republicans expressed their concerns. Both Cruz and McCaul called for investigations shortly after the shooting of U.S. citizen Alex Pretti, which was captured on video by bystanders.

Governor Abbott previously suggested that the federal government should “recalibrate” its approach to immigration enforcement operations. He stated, “In general, we need to have respect for law enforcement officers in the country,” during an appearance on conservative radio in January, emphasizing that ICE agents should be recognized as law enforcement personnel deserving of respect.
