State Representative Ray Lopez is calling for a public hearing regarding the incident, which has raised serious concerns about a potential cover-up. Invoking a House rule for the first time, Lopez is urging the Homeland Security Committee to convene and publicly address the circumstances surrounding the shooting.

Lopez, who serves as the vice chair of the committee, is particularly focused on the case of 23-year-old Ruben Ray Martinez. The San Antonio native was shot last March while visiting South Padre Island. Recent documents indicate that a federal immigration agent was involved in the shooting, prompting questions about the delayed disclosure of federal involvement.

In his letter addressed to committee chair Cole Hefner, Lopez referenced Rule 4, Section 6A of the Texas House Rules, marking a significant move by a vice chair to demand such a meeting. He expressed concern over the 11-month delay in informing the public about the federal agent’s role in the incident, which he and other Democrats believe could signify a cover-up by Texas law enforcement.

Lopez emphasized the gravity of the situation, stating, “When government uses its most serious power, the power to take a life, the facts cannot remain hidden. A young Texan lost his life, and the public was left without full clarity for nearly a year. That is not about politics. It is about trust.” He underscored the need for transparency when federal agents operate within Texas, asserting that the people deserve to know the facts.

According to a statement from the Department of Homeland Security, Martinez allegedly drove toward a Homeland Security Investigation special agent, prompting the agent to fire “defensive shots” in order to protect himself and others. Reports suggest that Martinez was shot through the driver’s side window after failing to comply with orders to exit the vehicle, instead accelerating toward an officer.

Martinez’s mother described her son as a typical young man who was celebrating his birthday at the beach with friends when the tragic incident occurred. The investigation remains active, with state departments providing limited information, and the Texas Department of Public Safety has not released further details.

Frustration over the alleged cover-up has been voiced by other Texas Democrats, including Rep. Gina Hinojosa and state Sen. Roland Gutierrez, who expressed their outrage on social media.
