An Atascocita man is facing serious allegations of multiple sexual assaults in the Houston area, with incidents reported over a nearly two-decade span. Law enforcement is urging any additional potential victims to come forward.

Sixty-two-year-old Phillip Cerf has been charged with four counts of aggravated sexual assault, according to police records. Details of these incidents were shared during a press conference, where authorities presented Cerf’s current mugshot alongside images from previous arrests.

Allegations indicate that between 1997 and 2016, Cerf offered rides to his victims, subsequently taking them to isolated locations where he is accused of physically and sexually assaulting them. Each victim underwent a forensic sexual assault examination, and evidence from these examinations was entered into the Combined DNA Index System (CODIS). Thanks to the Texas Department of Public Safety’s Sexual Assault Kit Initiative, DNA evidence has allegedly linked Cerf to these four cases.

Houston Police Chief Noe Diaz highlighted the importance of keeping cold cases active, stating, “This case demonstrates why cold cases are not forgotten. These investigations remained active because victims had the courage to report these crimes and participate in the investigative process.”
